The Prime Minister Of Great Britain :: essays research papers fc

The Prime Minister of Great Britain There are a lot of political issues in Great Britain today. United Kingdom is a large, industrialized democratic society and as such it has to have politics and therefore political issues. One of those issues how should executive branch work and whether the Prime Minister has too much power. Right now in Great Britain there is a great debate on this issue and I am going to examine it in detail. The facts I have used here are from different writings on British politics which are all listed in my bibliography, but the opinions are my own and so are the arguments that I used to support my views. First let me explain the process through which a person becomes a Prime Minister. The PM is selected by the sovereign. He (or she) chooses a man who can command the support of majority of the members of the House of Commons. Such a man is normally the leader of the largest party in the House. Where two are rivals in a three party contest such as those which occurred in the 1920s he is usually selected from the party which wins the greatest number of seats. The Prime Minister is assumed to be the choice of his party and nowadays, so far as he can be ascertained, participation of a monarch is a pure formality. Anyone suggested for this highest political office obviously has to be a very smart and willing individual, in fact it has been suggested that he be an "uncommon man of common opinions"(Douglas V. Verney). Not all Prime Ministers fitted this bill exactly, but every on of them had to pass one important test: day-to-day scrutiny of their motives and behavior by fellow members of Parliament before they were ultimately elected to the leadership of their party. Unlike Presidents of the United States all Prime Ministers have served a long apprenticeship in the legislature and have been ministers in previous Cabinets. Many Presidents of our country have been elected and on many occasions they have never even met some of their future co-workers, such as case of Kissinger and Nixon who have never even met prior to Nixon's appointment. Let's now examine the statutory duties and responsibilities of the Prime Minister. Unlike the United States where the President's duties are specifically written out in the Constitution, the powers of the Prime Minister are almost nowhere spelled out in a statute. Unlike his fellow ministers he does not receive the seals of office: he merely kisses the hands of the monarch like an ambassador.

John Updikes A&P Essay -- English Literature

John Updike's A&P Many of the events that take place in John Updike's "A&P" would not have happened had the town lived under a Marxist society. Marxism is a socio-economic ideal where all people work for the good of the community and is characterized by not having any social class distinctions. The division of Classes in "A&P" is very apparent, especially between Sammy, the protagonist and first person narrator, and the three girls, one of the three antagonists, who walk into the store during the exposition. There is also a cast disparity between Sammy and Lengel, the store manager and another antagonist (along with society, who complete the three). A distinction is also noticeable between the three girls and the rest of the shoppers in the convenience store. The story is told entirely in flashback and is set in a grocery store in a town north of Boston, Massachusetts during one Thursday in summer. During the exposition we learn that Sammy is working one of the cash registers. Later in the story we are told that he is 19 years old and by his description of how his parents treat company we can assume he comes from a middle class family. We are lead to believe during Sammys narration that the three girls, on the other hand, come from a rich or high societal background. The way Queenie is described by Sammy as having prima-donna legs and walking slow while holding herself straight paints a portrait of a high society woman. The fact that Sammy calls her prim twice also leads us in that direction. Sammy looks up to Queenie because she is different and places her on a higher level than the "sheep" in the store. When Sammy quits his job, creating a conflict between he and Lengel, his motive is to become the .. ...ls us she was embarrassed by the whole situation-where she felt out of place because of her high stature in society. These scenes, of course, would never have taken place in Marxist cultures because the government would have provided for it's citizens and the girls would have never found themselves being humiliated in front of a lesser class of people. All the conflicts that take place in Updike's "A&P" would have been avoided in a Marxist society. Lengel and Sammy would have never had a confrontation because Sammy would not have been trying to impress a high society girl. Likewise, the three girls would not have found themselves shopping for a snack in the A&P because the government would have provided it for them. This leaves us with one question, however, In a Marxist society, would Sammy have realized his adulthood or would he have remained a child?

Economic Development Record Essay

Economies all around the globe develop over time depending on the policies that they undertake to utilise the resources within their boundaries. Nations that utilise their resources experience economic growth and there is great inflow and outflow of goods and services in those nations. Economic growth means that the nation is utilising its resources efficiently and this has resulted into increased productivity within the various sectors of the economy. Industries within the nation increase as a result of the improved economic performance that will result to the creation of more employment opportunities hence reducing unemployment levels in the nation (Daquila 2004). Due to the increase in the number of industries and output in the already existing industries, employment opportunities increase and this brings about a reduction in the number of citizens unemployed. Unemployment is very crucial in calculating a nations GDP which is an indicator to a nations performance. Economic growth depicts an increase in pa capita income. This is the income associated with every individual in the economy although they may not have it in their possession (Daquila 2004). Pa capita income is calculated by dividing the overall value of the economy proportionately divided between the nation’s overall economy. On the other hand, Daquila (2004) defines economic development as the improvement in the livelihood of individual citizens of a nation together with that of the systems that are in place in the nation. A nation’s system involves economic, political and social framework from which the economy operates in. All the above plus economic growth defines economic development. Economic performance is measured using various tools that include GNP and GDP. GDP estimates the economic performance giving consideration to internal and external trades (Daquila 2004). In establishing the GDP, consideration is given to consumption in the nation, expenditure by the Government, investments in the nation, trades in the nation that is imports and exports. Consumption comprises of perishable & non-perishable goods and services within the nation. In determining the non-perishable goods they are assumed to be products that will last for a period of three years from the date of manufacturing. GNP refers to the difference between imported products and services and the exported products. The value of this difference added to the value of products & services generated within the economy results to the GNP. To evaluate the economic performance of a nation, a number of indicators are used to measure exactly how the economy is progressing towards its economic objectives. A nation has to determine the level of consumption of its individual citizens (Todaro 1997). The level of consumption means the proportion an individual spends after receiving their income. The remaining part of the income is saved. The consumption level of a nation determines the amount of savings in the economy. Savings on the other hand, stimulates growth in the economy. When individuals increase their savings, the financial institutions hold more money thus the cost of accessing funds is low. Business entities in the nation are able to access funds at a low cost from the financial institutions. The borrowed funds are used for the expansion of business operations across the industries within the economy. The expansion of business activities results to an increase in national output and employment (Munk & O’Hearn 1999). The increase in national output increases the exports of a nation in respect to its imports. The resulting balance of trade will be positive hence the nation has more in terms of foreign reserves that will assist them when it comes to purchasing produces from other countries. Therefore, savings are very vital for the improvement of the performance of an economy. T o induce savings in the economy, the opportunity cost of saving has to be high so that individuals can adopt a trend of saving since they are compensated bountifully for foregoing consumption. It can be concluded that increase in savings results to an increase in investments that contribute towards the growth of an economy. Increased activity within the economy results to an increase in production levels of the economy (Ros 2000). The nation is able to produce more products & services, that are able to meet the needs of the nations population. Since the products are locally manufactured, they are quite affordable thus individuals are able to spend less and save more. This results to an increase in the real income that individuals have in their pockets and are ready to spend. It should be noted that increased production has to be met by equal consumption otherwise it could result to losses that will hurt the economy. Depending on the expansion of the economy, rates of unemployment adjust themselves in more or less the same rates. Increased production will require an increase in manpower that will be able to maintain the production levels. Nations with large populations face a major challenge in absorbing its citizens in the workforce. Individual citizens for a start need to have the relevant skills required to perform in different industries. Education in these economies has to be committed and directed towards instilling individuals with the necessary skills that will be useful in rendering service to the various sectors of the economy. A skilled population results to economic development since the individuals are prone to exercise their skill base towards living a better life thus contributing to the economy’s growth. Economic development depends also on the expenditure of the nation’s authority (Preston 1999). The government consists of various departments that oversee the implementation of policies that improve the state of the economy. These departments are given the financial power to implement and improve on the various economic aspects for example the development of basic infrastructure within the economy. In improving the infrastructure, the government releases money from its coffers to the public. This way, the supply of money increases to equal its demand. In most cases, when the Government spends on its development programs, money supply is more than the money demanded. If this situation is allowed to go unchecked it might result to inflation and later to stagflation; a situation where both the unemployment and inflation rates are so high. Therefore, Government involvement in an economy has to be considered carefully when undertaking development projects. Increased rates of production in an economy increases the output levels that may go over and beyond in meeting the local demand. Having satisfied the local demand, excess products can be exported to other nations. This facilitates international trade where nations exchange commodities they have in excess for commodities they do not have. Nations should avoid importing more and exporting less as this leads to a negative trade balance. This means that the nation spends more in foreign currency than it receives. Third world and developing nations should consider the above variables if they are to achieve spurred economic growth. They most important is to ensure that their population is skilled so that they can utilise their skills by establishing some income generating activity that will create employment opportunities and increase the total production of their economy. MALAYSIA. The present day Malaysia attained independence in the 1957 from the British administration and accorded the sovereign status in 1963 (Malaysia 2008). The Britons established themselves in early 1880’s and later went on to control the state by establishing a self governing authority for the Malaysian people. The Federal States of Malaysia were incorporated in the 1895. The states were under the British control until when the Japanese invaded in 1942. Britain waged war over Japan and in 1945 the states where reinstated under the jurisdiction of the British. In 1948, guerilla movements begun protesting against the colonial authority that resulted to an emergency declaration. In 1965, the Federation state of Singapore disintegrated from the member nations opting for self governance. 1957 saw the attaining of independence of the Federation from the British authorities. In the late 1960’s, the Malaysian government sought to balance the economy among its nationals so as to attain economic development by equal distribution of national wealth among its constituent communities (Malaysia 2007). Malaysia has got a rich culture that is evident from its diverse communities and language speaking citizens. Its population consists of Chinese speakers, Indians, English, among other languages (Malaysia 2007). The large population consists of Malaysian natives alongside Chinese, Indians and other local communities. Malaysia consists of individuals who practise different religious beliefs that include Hindu, Islam, Buddhist, Sikh among other religions. The richness of Malaysia presents it with a competitive workforce than any other nation in the world. The improved economic performance of Malaysia is as a result of a united people from different cultures and not allowing politics to ruin their nation. Malaysia has had to maintain a united nation and focussing on the togetherness of the nation by avoiding self interests. Malaysia is enriched with natural resources that include crude oil and that it has had to deal with the resource in a careful manner to avoid the negative repercussions that result from the unfair distribution of natural resource gains. Gross Domestic Product (GDP). The GDP reflects the total activity in the economy. This considers both the public and private sectors of the economy and their contribution towards the development of the economy. It also takes into consideration the behaviours of the citizens in regards to spending. Malaysia’s GDP has been increasing constantly from 1998-2008 at a rate of 6- 9 per cent. In 2007, the GDP stood at $357. 4 billion. Malaysia’s population is slightly higher than 26 million thus giving a pa capita income of $13,300 (UNDP 2008). The GDP in 1986 was at $28. 2 billion. The GDP increase signifies an increase in all major facets of the economy. Government spending has increased from 16. 4 in 1986 to 12. 0 in 2006. The Government’s decision to reduce its spending avoids the negative impacts that result when money supply is more than the money demanded in the economy. Key sectors of the economy that have immensely contributed to the GDP are industrial sector that has been a leading contributor since 1986 to 2006 with a percentage of 49. 9 compared to 38. 5 in 1986. Manufacturing follows a close second with 29. 8% in 2006 from 19. 3% in 1986. The provision of services has also reduced from 41. 7% to 41. 3% in 2006. Lastly, agricultural sector has reduced its contribution to the GDP from 19. 8 per cent to 8. 7 per cent in 2006 (Malaysia 2007). The above data shows that the economy has shifted its dependency on agriculture as a contributor to the GDP. The economy has shifted its focus mainly from agriculture to industrialization where industries are the main contributors to the GDP. Industrial growth is a major boost to the Malaysian economy since it increases the nations production ability and is able to meet the demand of the nations internal demand. This has elevated Malaysia to an industrialized nation due to its potential ability to the production of services & products. These increased production levels are able to meet local and international demand hence receiving foreign currencies that will result to a positive capital account. National Consumption and Savings. According to the World Bank report, the percentage of consumption by the citizens that was used in calculating the GDP decreased from 54. 2 in 1986 to 50. 3 in 2006. That of the government decreased from 16. 4 per cent to 12. 0 per cent . The mean growth per annum indicated the citizens consumption had decreased from 9. 1 to 7. 0 and Government spending reduced from 6. 5 to 5. 0. The figures show that both the Government and individuals in the nation have adopted a behaviour of saving or reducing their spending habits. By reducing spending, more is saved with the nation’s financial institutions as the individuals are compensated for foregoing consumption. Savings spur growth in the sense that investors will borrow funds and expand their business activities that will result to an increase production. The increase in production across the industry results to increase in the national output. An increase in national output will increase the nations participation in international trade thus achieving a favourable trade balance. Low government interference in the economy maintains a stable money supply within the economy. By maintaining stability in money supply in the economy, inflation is avoided since it negatively impacts the economy. Increased government expenditure increases the money supply in the economy. This increases the purchasing power of individuals in a way that they can be able to purchase goods and professional services in the country. This presents a situation whereby there is much money chasing few goods within the economy. To mop up this effect the regulating financial authority will need to increase its interest rates. This means that there will be an increase in cost of borrowing that will result to inaccessibility to funds by corporate organisations. Corporations will be unable to maintain their current levels of production thus the need to lay off its workers. This situation will be characterized by increase in unemployment rates, reducing national output and economic performance. The economy will not be performing at its optimum and will have wasted on its human resource. Therefore, Government involvement in large amounts destabilises a nations economic performance. Income and Output Growth Rates. The export of manufactured products have increased since 1986 from USD6. 009m to USD124. 530m in 2006 (World Bank). The above figures indicate that manufacturing has increased over time and that the economy has shifted its focus to increasing its industrial capacity. By increasing industrial capacity ensures that the nations industry is able to satisfy the ever growing demand of the nation. Economic development requires that a nation first satisfies its population fully before embarking on the satisfaction of outside markets. The nation is required to make sure that all key markets are satisfied and that the demand of a nation is met. These means that different industries will have the capability of serving different markets. Unless a nation’s population is satisfied, development of an economy is difficult. New industries are formed that provides the final consumer with a product similar to those of another company to enhance competition. Competition among industries ensures the production of quality products that will give the consumer a wide range of choice. Companies will strive to out do one another in both the primary and secondary markets. The increased income and output growth rates can be attributed to the rich natural resources that are found in the nation. The natural resources are raw materials that are processed into finished products that are exported to international countries. As of 2004, its partners included the US, Korea, Singapore, Germany, Japan, Hong Kong, Indonesia and China. Among the raw products include oil, copper, timber, natural gas and iron (Malaysia, 2007). Most industries in Malaysia are processing based located mainly on the western island. They process the raw materials that are extracted into finished products. It is due to this value addition that the nation is mainly industry based and most of the population is employed. The industries in Malaysia also deal in the production of textiles and electronic equipment. They development of industries in the large scale have contributed significantly to the development of the Malaysian economy. Employment and Unemployment Percentages. Malaysia’s population comprises of the elderly, the middle aged and the young. From the world bank report, children legible for enrolment into primary schools stood at 96 percent for both male & female students in 2006. this indicates that the Malaysian government embraces education as a factor to economic development. A skilled population is economically beneficial since the individuals will strive to utilise their skill base towards achieving their own development that will later translate to economic development. One of the key issues addressed by the UNDP towards achieving the Millennium Development Goals (MDG’s)is human capacity building which means that nation should ensure that they impart skills on their citizens by way of offering courses education to all its citizens and ensuring that it is affordable for all (UNDP). A nation that has an educated population is set to reap benefits from that same population because they will aim at exercising their knowledge in the various fields of expertise and also aim at developing products that will improve on the already existing ones therefore looking for new efficient ways of production. Malaysia’s literacy rate stands at 89 percent as of 2006 indicating that most of the population is skilled resulting to lower unemployment cases. Malaysia is among the developing nations and is striving to attain the MDG’s that will direct them to achieving a developed world status. With about 5 per cent of land is available for farming, Malaysia cannot only depend on farming and that the population must acquire some knowledge in other activities. As of 2007, Malaysia’s unemployment rate stood at 3. 2 per cent and inflation rate stood at 2. 1 per cent. The Phillips Curve states that inflation and unemployment are inversely related whereby high inflation results to low unemployment rates and vice versa. This is because when there is high inflation in an economy, most of the population has got some amount of money therefore resulting to some form of engagement in income generating activities. Therefore Malaysia as an economy has really tried in dealing with unemployment levels by making sure that a large part of its population is skilled. The Malaysian Government has formulated a number of policies aimed at improving its economic performance for example the New Economic Policy of 1971 (Malaysia 2007). Government Budget Activity. Government involvement in an economy should be restricted for it can have diverse negative impacts on the economy. The government, however, has got to interfere with severally in the economy since it has to provide for social amenities such as water, education, infrastructure among others for they cannot be left to the control of the private sector. When providing for these amenities, the Government gets money from the state coffers and pays the contractors among other parties that will implement development policies in the nation resulting to increased money supply. By increasing money supply, prices of products rise since the demand for the products will also increase. This will lead to increased production of products and increase national output that will result to more employment opportunities. Therefore government interference is good in the short run as it will stimulate the economic activities. However, continued government interference will hurt the economy in the long run since more money is available in the nation thus raising the prices of the products in the economy. The soaring inflation will then destabilise the nations exchange rate that will depreciate. With the depreciating of the local currency, Ringgit, imports become expensive since industries and individuals will require more money to import products thus hindering the efficiency of engaging in international trade. From the world bank report 2006 on Malaysia, 99 per cent of the population has access to clean water supply. The government has therefore given preference to the basic resources that affects the Malay in their daily lives. The report also gives the figures for Government involvement as; current revenue has decreased from 26. 8 per cent in 1986 to 21. 6 per cent in 2006 while the overall budget balance has increased from a deficit of -0. 8 per cent in 1986 to 2. 8 per cent in 2006 (Malaysia 2007). This figures indicate that the government has restricted on its involvement in the economy so as to control the economic impact caused by excessive Government involvement.

The American novelist and testifyist, Siri Hustvedt, debates in the leaven lifetime With Strangers from The naked York Times, 2002, the complications and ch tout ensembleenges an urbanite must overcome in a large citys society. The main theme in the essay is the ability to show humanity in a city full of strangers. In this essay I leave alone psychoanalyse and comment on the essay Living With Strangers. By way of introduction Siri Hustvedt describes how everyone in her hometown, Minnesota, greeted when they met even though it was roundbody they did non know. The author quickly moves on to an record from when she first moved to New York. The record describes how she in her apartment is a ensure to her neighbours private actuates much(prenominal) as a heated argument and walking approximately in underwear.Even though she sees and hears these intimate moments she does non know the people around her and whence she is animateness with strangers. What Siri Hustvedt unintentionally experiences in her apartment may seem transc reverseent provided at least her apartments walls protect her from a confrontation with the people she is overhearing. These walls can non protect her in public and Siri Hustvedt finds herself in intimate contact with people she does not know In my former life, such closeness belonged exclusively to boyfri balances and family. (Ll. 6-17) To survive these transcendent experiences the New Yorkers play along the tongu eless integrity PRETEND IT ISNT HAPPENING. Siri Hustvedt tells ternary stories where either she or someone she knows has experienced the pretend-it-isnt- slip awaying fair play. The first invoice is from her friend who had sightly arrived to New York when a lady corrosion only a flimsy bathrobe entered the passenger car he was on. In a smaller city the almost naked cleaning lady would have drawn attention to herself, alone not in New York. non even when she started yelling or so her token, the New Yorkers reacted.Siri Hustvedts friend did, however, react because he was new in New York and hence had not learned the pretend-it-isnt-happening law. The second trading floor is Siri Hustvedts own from ab step forward a year ago. She was in a domesticate where a man started yelling about a very sore typesetters case for New Yorkers 9/11. He verbalise it was Gods punishment for their sins. Siri Hustvedt describes the result as uncomfortable I could bump the cold, stiff re sistance to his words among the passengers, moreover not a single one of us turned to look at him (ll. 3-35). In this story the unspoken law is very clear. If the mans averment had been said in the news or written on the Internet it would credibly have created a big and peckish discussion, solely because it was in public the unspoken law overpowers the urge to speak up. Siri Hustvedts last story happened only a couple of weeks ago from when she wrote the essay. Her husband and she were on a station waiting for a train. They sat at one end of a bench. At the other end of the bench sat a man looking like someone you should avoid.Siri Hustvedt was serious in avoiding the man for when he walked historical them he spat in their perpetration and a bit of saliva tote up Siri Hustvedt, exclusively her husband and she chose to ignore it. The tercet examples support the pretend-it-isnt-happening law. Siri Hustvedt frequently uses of adjectives makes the examples seem true to life(pr edicate) to the reader. That the stories are from Siri Hustvedts point of project gives a personal connection and consequently she makes use of ethos, which makes the reader able to disturb to Siri Hustvedt. Also the fact that the three anecdotes had happened over a period makes it relevant. So far the essay has had a minute view on the urban animation. Siri Hustvedt has by negative adjectives and adverbs, such as howling, shocked, ashamed, cold, stiff, tired, empty, hostility, and terribly, make the urban living seem lonely and at some point horrifying. In the third and terminal part of the article Siri Hustvedt discusses when and what will happen if people do not follow the pretend-it-isnt-happening law. Taking action may be viewed as courageous or only if stupid () (l. 53) this statement is once again supported my anecdotes from the urban life. The first story is by Siri Hustvedts husband who was a witness to a man be threatened on his life because he asked another man to put out his cigarette. Even though it was only a verbal attack it can have horrible consequences because, as Siri Hustvedt puts it it carries no moral insight into when to act and when not to act (ll. 72-73), you will never know when you are being attacked for not observeing the unspoken law. Siri Hustvedt moves on to relation back another story, which contrary to the earlier story has a happy ending. Her daughter, Sofie, was travel the subway when a man loud declared his love for her. Sofie is a convergence of the pretend-it-isnt-happening law and therefore she did as all the other passengers did, she ignored the man. The situation made Sofie very uncomfortable until the passenger side by side(p) to her broke the unspoken law with a witty remark. This made Sofie smack meliorate it lifted my daughter out of the recluse misery that comes from being the object of unloved attention among strangers who collectively participate in a game of erasure. (Ll. 3-95) By telling this s tory Siri Hustvedt gives a new preference to the pretend-it-isnt-happening law. The passenger chose to stop being a part of the passive audience and or else he helped the girl. By doing so the passenger does not only make Sofie feel good, notwithstanding he to a fault proves Siri Hustvedts final point, which is that, the pretend-it-isnt-happening law can also lead to something good. Siri Hustvedt finds the decision whether to act or not exciting. Out of necessity the New Yorkers often choose not to act, but when they do it opens up to another cause of a persons disposition or another worldview. In Minnesota people greet with the same sense as New Yorkers ignores others presences. Therefore it is not manageable to overcome the barrier of strangers in Minnesota, but in New York people proceed real if they do not obey the unspoken law. Siri Hustvedt begins with a negative and critical view on the urban living, but in the end Siri Hustvedt turns the negative to the compulsory and a good urban living becomes a decision for the individual New Yorkers. If you choose to overcome the barrier of strangers you will experience a presence of the people surrounding you.

In a nip release issued by the Ethics Resource Center, it saturnine out that 52% of the Federal employees are conscious and are witnesses of at least one typewrite of misbehavior among their colleagues in the previous year. What is more is that totally 30% of federal workers surveyed believe their organizations have well-implemented morals and compliance programs and that only one in 10 tell there is a impregnable ethical culture in their federal workplace (ERC 2008). some one quarter of public sector employees identifies their work environments as conducive to misconduct places where there is strong pressure to compromise standards, where situations invite wrongdoing and/or employees personal values conflict with the values espoused at work (Harned, Patricia cited in Smith, Ralph 2008). In reference to the reports mentioned above, this paper made an impression that there might be some social function inside the Federal government that attracts employees to disregard ethical considerations and to prefer personal interests over public trust. unity thing obvious thing is coin. The Federal government, level off though have limited financial resources, has probably been the more or less liquid source of kickbacks for the bad apples in the set. It is worth noting that the U. S. govern ment is the largest consumer of prime contracts (Lander, Gerald et. al. 2008). Using this unspotted information, we can cl betimes conclude that there is sufficient bills for the bad apples on hand. Moreover, it would be rattling easy for us to extract the fact that the gold is more attracting for those inside the procurement plane sections. As to federal spending, reports say that procurement contracts have been the fastest-growing part of the discretional budget. In fact, procurement spending rose 86%, twice as fast as different discretional spending, which rose 43% between 2000 and 2005. Moreover, such spending composed of 40 cents per dollar of discretionary spending (Ibid). The figures are quite more than enchanting and conducive for the bad apples to abuse the trust and government vested on them by the public. Despite the fact that trust is held as the most important asset of the government, there is one thing that even the most powerful government cannot control greed .It is a human piece that the procurement agencies of the government intentionally or unexpectedly tolerate. The rebellious fact of human greed is even recognized by the Department of Defense. As the spokesman of the Pentagon, Dan Howard has noted, The encyclopedism system is sound but there is no system on the face of this earth that in all obviates the human element greed. And that is why we have policing systems (The mod York Times, June 26, 1988). The trust placed by the public over the Department of Defense continue to fade as more and more cases of fraud files in court have resulted to countless convictions. In Philadelphia alone, the investigation conducted at the Defense Personnel Support Center, resulted in the bill of indictment of 28 individuals and companies on various fraud charges. such procurement transactions involved textile and robe industry which have government contracts on uniforms, tents, boots for the gird forces. Here hence is the chance for us to affect these questions What is the purpose of having ethical standards in the federal government? argon these statements of ethical behaviors for the sake of complying with the SEC requirements? Are the ethical standards unsound or the problem of abuse of power and ethical deviance matters of implementation flaws? Referring specially to the Department of Defense, it is un likely that these educated people came of a sudden of apprehending the ethical theorys. In fact, the subdivisions publication, Armed Forces Comptroller, the author recognizes the fact that their personnel understand the invention of ethics. The author even stressed that most of them are required to attend some form of mandatory ethics training (Benoit, Diana 2006).The Department of Defense has in fact sound which they consider as forming the ethical foundation of the Dept of Defense personnel. For the purpose of evaluation, allow us try to look into these then gist concepts. The author stressed that these core concepts reflect the standards and expectations of military personnel and federal employees throughout the organization (Ibid). The first of the ethical concepts is honesty which they define as being truthful and straightforward, regardless of grade or rank. honestness is regarded by the department as an ethical concept that goes beyond being trustworthy that it encourages its employees to do not only what is legal but also what is right. telling to this, abuse of power and betrayal of trust still include acts or attempts of hiding the truth. If the Department of Defense personnel cl proto(prenominal) understand this concept, there should have been no reason to remain silent on issues that involves witnessing ethical deviance inside the organization. The ethical concept of honesty goes beyond the issues of actual money laundering. It encompasses care accurate temperaments and completing tasks to the extent of ones capacity and ability. This means that coming to the office la te, going out early taking breaks more than the allowable time are forms of cheating and thus are unethical behaviors. Cheating the taxpayers could also mean utilize office supplies for personal activities or lavish expending of such resources. What is frustrating is that this concept is being forgotten by high ranking employees of the department at a considerably higher level of pretense as mentioned above.Simple cheating in record keeping and of utilizing government resources for personal use can be detected and be prevented at the discredit level of organization. However, it would be a different thing to know that cheating is even more unspoiled at the higher level of management who are expected to be the police in the department. In fact, the report released by the U. S. Department of Justice (DOJ) during the monetary year ending September 30, 2005, the United States recouped more than $1. billion dollars in settlements and judgments pursuing allegations of fraud and in the next fiscal year, the government recovered a record total of more than $3. 1 billion in settlements and judgments from cases involving claims of fraud (Lander et. al 2008).Closely connect to the ethics of honesty is the concept of integrity which the denial defines as doing the right thing the first time and every time. In an observation by one of the members of the Special Investigations Unit of the Minnesota Bureau of whitlow Apprehension in St. Paul, Special Agent timothy J. OMalley recognizes the temptations of fraud in their field.OMalley said police officers face greater temptations than they did just a decade or so ago (Bladow, J. 1994). As an agent, he can pinpoint the fact that the department handles explosives and illegal drug cases which obviously involve a vast sum of money. Taking OMalleys exact words, a tremendous amount of outlaw(a) cash fuels this market. Here then lies one uncontrollable factor that we can consider. property is the central thing that enabl es the government to run. It is money that is the main reason why people ofttimes compromise integrity and principles with dollars.Money enables the government to provide services to public. Employees have to be paid with salaries, supplies have to be bought, buildings have to be constructed, communication and transportation facilities have to be purchased and improved. In fact, America will never be the most powerful nation in the world without its money spent in technology, education and basic government facilities. Moreover, America cannot in anyway be consider or shall we say be feared by an early(a)(prenominal) nations if not for its military strength. It is a rare fount that this nation is being challenged by the terrorists during the 911 event. What this paper would like to point out is that even though money is an uncontrollable element in the federal government and particularly in the procurement theatrical of the department of Defense, transaction processes involving m oney are very much controllable. In fact, the DOD has sound policies and mathematical processs expressed in the Defense Federal Acquisition Regulation add-on (DFARS) and Procedures, Guidance, and Information (PGI). In brief, these regulations and guidelines were codified and implemented for procedure compliance purposes especially on procurement transactions undergone by the department. In its Section 201. 304, FAR requires the flattery of the USD (AT&L) before including in a department/ billet or component supplement, or any other contracting regulation document such as a policy letter or article book, any policy, procedure, clause, or form that has a important effect beyond the internal operating procedures of the agency or has a significant cost or administrative impact on contractors or offerors (Defense Federal Acquisition Regulation Supplement (DFARS) and Procedures, Guidance, and Information (PGI) 2004).Where then lays the procedure flaw- on the approving committee or on t hose who presents the facts of the procurement contracts? The answer does not solely lies on these precepts. The factors that corrupt integrity in the Department of Defense can be traced in the early stage of the hiring process. The applier selection process represents a critical, though sometimes overlooked, component of police ethics programs (Bonczek, S. and D. Menzel 1994). The authors suggest that the agency should thoroughly conduct interviews, mental tests, and extensive background checks (Ibid, p. 4).This would then ensure an applicants compatibility with the departments ethical philosophy. This process can be beneficial in the early identification of red flags in an applicants personality before he gets into the department. Even if not all of the factors contributing to the unethical behavior of an employee can be detected at this stage, there are considerable preventive measures that are being make here that can prevent a fetid tomato mingle with the good ones inside t he basket. The riskier the world becomes, the higher the standards should the department implement in order to maintain, if not to enhance the integrity of the defenders of the American security. As one observer have noted, it is important that high standards in the hiring process be maintained at all times because of the fact that diminished standards or incomplete background checks have resulted in the hiring of gird robbers, burglars, and drug dealers as police officers (D. Holmquist 1993, p. 38). We have to hatch that temptations are everywhere and that is one uncontrollable factor inside the department of defense. Because DOD has got much money to offer especially in the procurement transactions, it clear caters to a tempting environment. However it cannot really be an excuse neither it will justify ones act of corruption. Deviance to ethical standards is a clear betrayal of trust and a suck up in the name of the person, if he even cares equal for it.A recent shoot establi shed that fast-talking, outgoing, assertive, and self-confident risk takers represent the best candidates for undercover work. eon this may come as no surprise, the study also concluded that these personality traits are often the same ones predisposing an officer to corruption and psychological put out (Bladow, p. 12). This suggests that a good apple in the barrel has always the chance of being badly influenced by others. unbending hiring standards are therefore required to be implemented during the hiring process at all levels. jurisprudence managers must view their hiring standards as components of managing for ethics (Wells, S. A. 1993, p. 67). Strict adherence to employee selection is a must although diversity in the law enforcement departments must also be considered in order to foster diverse citizenry. Agencies should not pursue the goal of a diversified men at the expense of one of law enforcements most valued asset- integrity (Travis, M. A. 1994, p. 1717).
